Founded in 2003, Anchor is an S Corporation, owned and managed by Bisa Grant. Anchor serves public agencies as their field representative during development and construction of capital projects. Our core services include construction management and inspection, program/project management, development and map review, and municipal services.

Project oversight for public works projects, including transportation/transit, parks, water/wastewater, underground utilities, public buildings, environmental restoration (Including labor compliance).
Development and Map Review
Review and oversight of tentative and final map stages, preparation of Conditions of Approval, review engineering plans, process bonds, estimates, final map sign off.
Oversee and deliver large scale capital projects, establish and manage programs such as development and impact fees, pavement maintenance, lighting/landscape districts.
Provide staff augmentation as extension to all levels of the public agency organization from permit counter technician to public works director/city engineer.

Construction Inspectors with infrastructure experience highly desired. Must perform on State/public agency high profile projects. Experience on similar projects required.
Project Engineers and CMs. Field representatives needed during construction of infrastructure projects for public agency clients. Engineering degree required. PE license and/or CCM certification a plus.
Contract Admin/Construction Project Admin with 7-10 years in a construction field office.
